Yes. EU citizens resident in Malta for five years or more buy freely; everyone else needs an Acquisition of Immovable Property (AIP) permit, which is granted routinely for a single residence. Inside a Special Designated Area (SDA) no permit is required and there is no cap on how many units a foreign buyer may own.
Across the properties listed here, asking prices run €302,000–€5,700,000. On top of the price, budget roughly 5% stamp duty, notary fees of about 1-2%, and searches and registration. First-time buyers and Gozo purchases qualify for reduced duty in some cases.
A typical transaction runs three to four months. A promise of sale (konvenju) is signed with a 10% deposit, the notary carries out searches and applies for any AIP permit, and the final deed follows once financing and permits are in place.
SDAs are government-designated developments - Portomaso, Tigne Point, Fort Cambridge, Pender Gardens, Smart City, Madliena Village and others - where non-Maltese buyers have the same purchase rights as residents, with no AIP permit and no limit on the number of units.
Sliema, St Julian's, Tigne and Ta' Xbiex combine seafront addresses with the deepest resale and rental demand. Naxxar, Mosta and Attard suit families wanting space. Gozo, Zurrieq and the south offer more square metres per euro and are where restoration projects tend to appear.
